Michael Tanner made comments opening at an event marking the the 20th anniversary of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA), also known as the welfare reform. law. PRWORA consolidated many federal welfare efforts and created the Temporary Assistance for Needy Families program. Mr. Tanner talked about his views of the program’s successes and shortfalls. Afterward, he answered questions from the audience. close
